Fest details: The administration traces its origin to the birth and growth of human civilization. The structure, process, role and significance of administrative system especially for public affairs have always been shaped by the respective society or the State to suit their peoples’ needs and fulfill their aspirations. Naturally, there have always been attempts for reforms and improvements in the public delivery system and its mechanism across States. Further, the reforms and improvements so undertaken have also been examined by the scholars to assess their efficacy and suitability for the future needs of the society. It indicates that there has always been a quest to ensure qualitative enrichment in contemporary governance of the society.
In simple words the present public administrative system essentially needs to be citizen centric, accountable, transparent, value based, efficient and effective and participative one. It must strive to help those who need it the most. Therefore, the following issues which are considered to be important by the State in India have been identified as the sub themes (emerging issues) for the present Seminar:
1. Citizen Centric Governance
2. Public Private Partnership
3. Social Accountability of State with special reference to the welfare of Aged Women and Scheduled Castes.
4. Decentralized Planning
5. Any other topic related to theme
Learned colleagues are, therefore, requested to send their papers in the areas identified under the programme. They are also expected to communicate their papers (soft copy) by 15th January, 2014 so that the organizers may circulate those among the participants.
